He is the CEO of Maniacal Enterprises which was established in 1996 and HipHop Immortal Records established in 2007. His album credits include Point Of No Return (1999) Running To Meet Death (2005) TrueHustle Records “Hustlin 4 Tha Helluvit” (2005) Chapter 8 Verse 13 (2006) and 309/634 “The Prophecy” (2010).
Williams comes from a musical background. He is the Nephew of late Blues legend Jimmy Reed, and younger brother of late R&B singer Grover “Dezi” Phillips. Williams has written and recorded over 200 songs under the pseudonyms Mr. Maniacal, Maniacal813, The Immortal8:13, God’s Favorite/Period and RaceBannon.

In 1999 Williams Phillips p/k/a Mr. Maniacal dropped his first independent solo release titled "Point of No Return." After a lengthy hiatus from the rap music business he returned in 2005 to release the critically acclaimed "Running To Meet Death." In 2006 under the alter ego Maniacal813 he dropped "Chapter8 Verse13." Now from the mind of Williams Phillips comes what he considers to be his most in-depth release to date. The first of 3 CD's to be recorded and released from the emotional vault of The Immortal8:13, 309/634 "The Prophecy" is arguably one of the most lyrically created hip hop CD releases of all time. With some of the hardest hitting beats (which many have come to expect from Williams) 309/634 "The Prophecy" covers a range of spiritual, mental, and emotional topics. After the passing of Williams mother on May 31, 2006, Williams retired from General Motors. He took 3 years off from songwriting, production and the music business in general to focus on getting his personal life back in order. Upset and emotionally drained he and his wife relocated from Saginaw, Michigan to Columbus, Ohio in mid November 2006. In search of some closure and peace of mind, Williams began recording again with childhood friend and business partner Sylvester Davis. They recorded 3 or 4 "Dummy tracks" just killing time. Ultimately the two would decide to create a project where no subject was off limits. With this new found freedom Williams began to cleanse his soul all over again. Looking at the over saturation of bubblegum hip hop artist in the music business with the here today, gone tomorrow dynamic, Williams set out to create a lyrical masterpiece equivalent to the unheard of in hip hop. He would tie in intellectual and consciously guided verses with spiritual overtones on songs like "Wages of Sin" and "Infinity? Eternity!" and show off his freestyle lyrical ability on "Freestlye Flow" and "Still ?'s Remain." On "Everyday" he takes his listeners on a Mid-West Coast ride allowing them to chant the hook with him "Everyday I'm Grinding, Everyday I'm Struggling, find myself on the same block steady hustling. Everyday, Everyday, Everyday, Everyday!" Williams even covers political issues with the assistance of fellow artists Mouthpiece "The Lyrical Legend" and Pernod Fils (pronounced Per-no-feels) on the song "New War Order." With music production from Sylvester Davis (Mouthpiece "The Lyrical Legend"), KWC, Douglas Richardson (Different Styles) Emory Miller (Freshie Womack) and Steven Mitchell; 309/634 "The Prophecy" is in a class by itself. Williams speaks: I put my heart and soul into this project. I covered a lot of personal issues on this CD and this CD took a lot out of me. As I'm always true to myself and my music, I will always, only give 100% of myself to the world. On the day that I can no longer do that, I will then cease to exist and never record again!
